Deploy mw:Extension:Pipe Escape to reduce complexity of ParserFunctions.

Deploy mw:Extension:Pipe Escape to reduce complexity of ParserFunctions and use {{#!:}} parser function widely.

Motivation

We are using {{!}} hack too much so templates become too complex and that makes it more difficult to code/fix. Even, if someone is not an expert for the template, it cannot be fixed when an error occurs without the expert.

Almost no costs.
