Create a service for new users to get phone calls from volunteer users (with more than N contribs).

New users can ask to receive a phone call from an experienced user. A wikimedia website manages the requests and the volunteers with a dedicated privacy policy.

I phoned some new users to quickly answer their questions and it really helped their participation. It is an highly valuable service for some new users.
- Some users may accept to give some calls, maybe two or three.
- Some new users like to receive answers thru the spoken medium and some of them would use such a service.

Likely low. It may require some non-MediaWiki developpement and some very few server resources. It requires some work from the WMF and/or its local chapters in order to set up the service and its privacy policy.
