Can I suggest a project of a universal wiki administrator marked exam (like to check w:Wikipedia:Administrators'_noticeboard before m:Global_sysops)? Idem for the bureaucrats. JackPotte 20:20, 28 July 2010 (UTC)

Actually I don't have a precise solution, but we could right a form, dedicated to ask some questions in real time, for example on an IRC channel, to control the knowledge of an elected person before giving some rights to him. For example it could avoid to let someone suppress some pages without knowing the removing policy.
