At least on en.wp, a major issue is that editors who have $BIGNUMBER of edits are given huge allowance towards being DICKS. ArbCom there has recently self-opened cases of "conduct unbecoming" when that happens among the admin core, but this is a new development, and may be just a blip in the sea of editors.
