Local language project

Hi Gerard!

I am trying to compile the recommendation document for the local language task force. As you provided some input in the discussion I thought you might be interested in giving your point to. I would very much appreachiate any help or critique that could help making this better.

There now is a new draft of the recommendation documment, I have shorted down some sections. There is only 6 days left until the 12th of January when the recommendations should be submitted so any improvements, or comments about the relative priority would be very apprechiated. There is right now 5 recommendations and the Task Force should come up with 2-4 so is there any of them that we should drop?
