Creating a Wikipedia sister project for external links collections.

[edit] Motivation
According to "What Wikipedia is not", Wikipedia is not a mirror or a repository of links. But having such repository would be quite useful. I think it would be very neat, if for every article in Wikipedia it would be possible to create a page with useful links concerning it. The external links pages could be well organized, thus something like a web catalog would be created.
