Empower chapters and projects please

This strikes me as potentially an overly centralist approach. I think it is important for the WMF to st some groundrules, but those need to be enabling rather than prescriptive. For example a wikiproject or chapter needs to be able to approach a museum asking if the museum would be interested in cooperating with with them on a certain basis (that basis being a set of conditions detailed by the foundation).
