Summary

We have millions of IP addresses blocked, often indefinitely. Some of these can be safely unblocked.

Proposal

Liaise with ISPs and others who are concerned about open proxies and try and get a feed of formerly open IPs that can now be unblocked.


For many countries there is no such thing as a fixed IP adress for users. Consequently many people cannot contribute even if they wanted to. The thing is that we need to find alternate ways for people to make use of our environment... OpenID could be a useful tool in this.

Motivation

We want to be open for everyone to edit and this is a group of IP addresses blocked as an anomaly, not for good reason.

Maybe a licence fee for the data? Perhaps some small IT costs.
