There are several sub proposals here and I'd be happy to support some, but would oppose others. Rollback is for reverting vandalism. If you use Rollback on any non vandal edits other than your own, you risk having rollback removed from you. So if you have examples of rollback being misused I suggest you alert the rollbacker involved. Prompting for edit summary is in my view a good idea, forcing preview I'm more cautious about as like removing rollback it would tilt things further in favour of the vandals. But I'd have no objection to making auto-preview the default setting that autoconfirmed users could unset. As for twinkle, I personally haven't used it, if this is the favoured tool of those who plaster the wiki with cleanup templates rather than actually cleaning up articles, then I see some attraction in getting rid of it. But it would be better to review and if necessary alter the templates and where appropriate move them to talk or turn them into categories rather than remove an automation tool because some of the automated tasks it does are contentious. It is useful to be able to identify orphan articles and many of the other types currently marked by templates, and if twinkle was simply categorising orphans as such then I doubt that anyone would object.
