impracticability of forming any kind of chapter in some areas where we still have active volunteers

enable volunteers to form Regional Working Groups as a sub-Chapter status
Assertion and background information
The Wikimedia movement should enable volunteers to form Regional Working Groups as a sub-Chapter status under one or more designated organizers, for the purpose of furthering Wikimedia local activities and outreach in areas where full Chapters are not practicable.
