Not only PD works should be considered, but also copyrighted ones: especially out of print dictionaries and such could be acquired by the WMF (or the local chapter, or another partner organisation), released in CC-BY-SA and automatically imported to Wikimedia projects. Say, a dictionary or an encyclopedia; or some more specific content, e.g. a geographic dictionary or whatever (automatic creation of an article for each Italian municipality was very important to make it.wikipedia grow, because people find information on their local interests, improve it and then continue to work on the project at large).
