Outside communication about WP is good, but inside WP, policies are not designed to retain potential contributors.
Your report does not mention the main issue why wikipedia project is plateauing: unefficient process of elaboration of editorial policies. The WP:NOR policy, which is the core policy of academic-related content on WP, needs close monitoring from the heads of the project, if they do not want WP to pursue its decline. The level of absurdity reached alarming levels. Apparently, it is like that since 2006. WP still flourishes on news-related topics because it is not censored by policies of this kind. On academic topics (small fraction of WP), WP:SYNTH and WP:PRIMARY limit the growth of knowledge, they are used by permanent editors to delete contributions by occasional contributors, who just leave, discouraged by this weird online community.
