Summary
Support for multilanguage categories in commons.
Proposal
Change MediaWiki in the way to allow users use their native language at all.
Motivation
Currently uploading PD/cc-by-sa images to native wiki counts as not good. Free images must be uploaded to commons. But native wiki translated to language of wiki (f.e. french), and uploader can use his own language to create/assign categories. In commons user must use foreign language. This creating a difficulty for many people.

How to create system, where initial name of category is non-english?
