Context setting

위키미디어 전략 기획의 배경은 위키백과가 창립된 2001년으로 거슬러올라가 "지구상에서 가장 높은 수준의 자유로운 백과사전"을 만들려는 노력에서 시작되었습니다. 8년 후, 위키백과는 세계적으로 5번째로 많이 방문하는 인터넷 사이트가 되었고, 참고 자료로 가장 많이 쓰이며, 1달에 330만 명이 위키백과를 방문하고 있습니다. 대중 문화에 관련된 내용부터 교과서에 이르는 내용을 다루는 735개의 방대한 프로젝트로 성장하였습니다. 그리고 100,000명에 이르는 편집자의 집단적인 협력을 통해 정보화 시대를 선도하고 있습니다.

위키미디어의 비전은,

모든 사람이 모든 지식을 자유롭게 공유할 수 있는 세계를 상상해보십시오. 그것이 우리의 사명입니다.

Opportunities abound

우리는 위키미디어의 비전을 성취하는 방법을 고려하고 있으며, 전세계의 대부분의 사람이 인터넷에 접속하여 백과사전이나 다른 프로젝트에서 광범위하면서도 수준 높은 지식을 제공하려는 노력을 계속하고 있습니다. 앞으로 4가지의 중요한 기회가 주어지게 될 것입니다.

  1. 중국과 인도는 세계 인구의 40%를 차지하고 있습니다. 대부분의 사람들이 인터넷에 연결되어 있지 않지만, 그래도 이 두 나라에서 3억 7천만 명이 인터넷을 이용하고 있습니다.[1] 하지만 그 중 소수만이 위키미디어 프로젝트를 이용하고 있습니다. (중국은 1%이고 인도는 8~20% 정도입니다; 다만 인터넷 사용자의 정의에 따라 달라질 수 있습니다.)[2] 이 두 나라에서의 사용자를 늘린다면, 위키미디어는 "모든 사람이 이용"하는 프로젝트를 만들려는 목표에 대한 커다란 진전이 될 것입니다. 하지만 이는 쉬운 일이 아닙니다. 검열(중국), 여러 언어의 혼재(인도)와 같은 커다란 문제를 극복해야 합니다.
  2. 전 세계에서 1000만 명 이상 사용하는 언어는 약 78개입니다.[3] 271개의 위키백과가 운영되고 있지만 대부분의 프로젝트는 충분한 문서를 갖고 있지 못하고 있습니다. 따라서 이들은 영어, 독일어, 프랑스어, 스페인어판과는 달리 중요한 참고 자료가 되지 못하고 있습니다. 위키미디어 프로젝트에 참여하지 않거나 모국어로 참여하기 어려운 사람이 많이 있습니다. 위키미디어는 많은 언어에 걸쳐 해당 언어의 자료가 부족하거나 거대 위키미디어 프로젝트를 가진 외국어가 사용되고 있는 지역 (아프리카에서의 영어와 프랑스어 등)에 대한 장벽을 극복할 방법을 찾아야 합니다.
  3. 인터넷에 접속 가능한 17억 명에 비해 인터넷에 접속이 불가능하거나 접속이 어려운 사람이 약 50억 명으로 더 많습니다. 이 수치가 점차 감소하고 있어, 위키미디어 프로젝트의 사용자 수를 늘리는 것은 커다란 긍정적인 영향을 줄 것입니다.[4] 위키미디어의 공동체 구성원은 오프라인을 이용하는 방법을 구상하였습니다. 위키미디어가 미래의 방향을 생각한다면, 현재 인터넷 사용이 어려운 약 50억 명에 대해 어떤 노력을 해야 하겠습니까?
  4. 위키미디어의 비전 중에 중요한 요소는 모두에게 모든 지식을 자유롭게 공유할 수 있게 하는 것입니다. 위키미디어는 8년간 많은 것을 성취하였고 자유롭게 이용할 수 있는 많은 지식을 갖고 있습니다. 더 나아가 여러 형식(글, 그림, 오디오, 비디오 자료)의 다양한 자료(백과사전, 참고 자료, 뉴스, 교육 자료)를 갖고 있습니다. 위키미디어는 어떤 것이 위키 플랫폼과 맞을 지, (새 도구를 만드는 것도 생각해볼 수 있습니다.) 그리고 어떤 것이 편집자의 관심이 될 지 생각해 볼 필요가 있습니다.

Important challenges

The movement also faces barriers to future success. As we’ve engaged community members, outside advisors, staff members and conducted data analysis, several barriers have emerged that warrant attention. Three in particular have come to the fore:

  1. There is rising concern surrounding the health of the contributor community within the Wikimedia movement.[5] The best data we found on this suggests that less than 1 percent of readers are active contributors, and 10 percent of editors are making 90% of the edits on the projects, [6] and contributions have begun to plateau in some languages.[7] Demographic data suggests that the contributor community is homogenous and there is strong anecdotal evidence that both insiders and outsiders experience both technical and bureaucratic barriers to contribution. It appears that cultural norms of communication inhibit diversity of contributors and may also create cross-cultural/language barriers to growth of Wikimedia in some cultures/regions.
  2. The perceptions and realities of “quality” have been and continue to be a major barrier to address. Wikimedia is now a vital source of information for millions of people a day around the world. To the extent to which it is understood, the quality of the content appears to be very high. However, actual quality is not well measured (aside from the fact that people use Wikimedia extensively) and popular perception appears to hinder usage, particularly in educational and other institutional environments.   3. A wide range of interviewees raised significant concerns about the sustainability of Wikimedia over the long term. Interviewees discussed the challenges of ensuring the technological platform can both support Wikimedia at one billion users per month and serve the needs of much more diverse (and much less tech savvy) contributor base. Others raised major concerns about financial sustainability given Wikimedia's lack of a renewable and reliable revenue source to support operations; and others suggested need for attention to the organizational model so that roles within the movement are more clear and the community is better able to coordinate efforts and accomplish its goals.

Wikimedia is under-penetrated in China & India, two of the largest and fastest growing Internet regions of the world, this calls for our first emerging strategic priority to expand reach within large, well-connected populations.

Wikimedia is not fully localized around the globe. This and some other things are our second emerging strategic priortiy to expand reach within midsize and under-connected populations.

As an online reference resource, Wikipedia is impressive, yet unfinished. Expanding beyond core reference has the potential of furthering Wikimedia's mission. These two separate but linked issues are the third emerging emerging strategic priortiy to improve quality content.

There are warning signs that the existing Wikimedia community is in decline, and new contributors are not replacing those who are leaving the projects, which is our fourth (if not foremost) emerging strategic priority to strengthen the community.

Wikimedia needs to prioritize and align activities to ensure financial, organizational and technological sustainability, which is our fifth emerging strategic priority to optimize Wikimedia's operations.
