When articles in the popular press talk about Wikipedia as being difficult to read, those articles are referring to things like "2.3 Encourage community growth by reducing hazards at all stages in the editor life-cycle"

I love this as an outline for the final Strategic Plan. I think these priorities/goals are the answer to, "Where are we going?" rather than how, although that's a quibble.

I'm confused. The strategic plan seems bigger than "Strategic Plan/Movement Priorities" page. I got scared.
The priorities are really the main thing that we as a community should get rough consensus around. The plan as a whole includes lots of context.
The content of the Strategic Plan page is a straw man outline. Feel free to be bold with that page; I'm sure it will evolve quite a bit in the coming months.
