What exactly is a committee?

Is a committee a formally recognized group? Or is it an ad hoc group of volunteers? If it's the latter, you can do that right now by starting a Task force.

In my idea a such committee is more like your second option, an ad hoc group of volunteers, with privileged interactions with the Foundation and the developers. Related to that, I received today a message of Lecartia who talks of the creation of a new such group on usability:Accessibility Initiative.

I think there is a great opportunity here to create a task force for exploring what such a committee would do!
